3. How is the City Manager appointed?

The City Manager is appointed by the City Council for an indefinite period. The Manager is selected by the City Council on the basis of training and ability alone without regard to his/her political preferences. Except for the purpose of inquiries, the City Council addresses administrative services through the City Manager. The appointed Manager carries out policy and ensures that the entire community is being served. If the Manager is not responsive to the Council's wishes, the Council has the authority to terminate the Manager at any time. In that sense, the Manager's responsiveness is tested daily.

4. What positions are appointed by the City Manager?

With the exception of the City Clerk, Attorney, Treasurer, Assessor, Police Chief and Fire Chief, the City Manager appoints all other administrative officers and employees of the City. The above 6 positions are considered Officers under the City Charter, with the City Council appointing them based on a recommendation from the City Manager.
